The policy brief includes a series of public policy recommendations for public authorities at the central and local level, with the goal of stimulating the social inclusion of people from vulnerable groups, by integrating them into the labor market and increasing their access to quality social services. With 35.7% of its population at risk of poverty and social exclusion, Romania needs policy measures to facilitate the socio-professional integration of the people at risk. Increasing the use of reserved contracts in public procurement and allocating at least 2% of the annual public procurement budget of public institutions to such contracts would help to improve the employability of vulnerable people and reduce the amount of social aid granted to them.
